Washington, April 1 (IANS) Calling a new Medical Council of India (MCI) entrance test adopted by some state governments as discriminatory to NRI students, several Indian community organisations in the US have sought its gradual implementation over two years.

The new test requirement will hamper NRI students applying for medical and dental college admission in India as there are no test centres in the US, Europe and other countries with a large NRI population, the Global Organization of People of Indian Origin said in a media release.

Other community organisations including the Global Indian Diaspora Foundation, Federation of Kerala Association of North America (FOKANA) and Federation of Malayalee Association of America (FOMA) have also written to the central and state authorities in this regard.

Asking the authorities to maintain status quo on admission of NRI students to medical and dental colleges for two years, the GOPIO said otherwise most NRI students would not be able to appear for the examination scheduled for May 5.

About 2,000 NRI students apply to MBBS and BDS admissions in India every year.

For the last 20 years, Indian medical colleges have been giving admission to NRI students based on NRI quota on the basis of equivalent certificate from the education section of the Indian missions and the Association of Indian Universities, GOPIO said.

However, this year, MCI has implemented a centralised National Eligibility and Entrance Test (NEET) for MBBS and BDS admission in India. The Kerala government is the latest one to adopt it, it said.

Since the MCI announcement of the new national entrance test was made only in January 2013, there is not enough time to prepare for the test for NRI students in the current academic year as no clear examination guidelines are available yet, GOPIO said.

NRI students from the US, South America, Canada, Australia, Africa and Europe also have difficulty in taking the test unlike students in the Middle East who have examination centres available in Saudi Arabia and Dubai, it said.

BHUBANESWAR: Uncertainty continues over the method of admission for MBBS and BDS courses in private medical colleges as they have advertised to conduct their own entrance tests. Things will depend on the Supreme Court verdict on whether the colleges will draw students from National Eligibility Cum Entrance Test (NEET) or from their own entrance exam.

Kalinga Institute of Medical Sciences (KIMS) andKalinga Institute of Dental Sciences (KIDS), both KIIT group institutions in the city, are scheduled to hold online entrance for MBBS and BDS courses in different slots between April 25 and April 29. Similarly, SOA University's Institute of Medical Sciences (IMS) and Institute of Dental Sciences (IDS) will hold entrance exam on May 18, sources said.

The institutes, however, are awaiting the April 2 date when the Supreme Court is likely to hear petitions by private medical colleges and the states of Andhra Pradesh, Tamil Nadu and UT of Puducherry, seeking exemption from NEET, the overarching national level pre-medical entrance to be conducted by Central Board of Secondary Education (CBSE) on May 5.

Earlier, the Medical Council of India had announced that NEET, to be held for the first time this year, is mandatory for admissions to undergraduate and postgraduate courses in all government and private medical colleges that come under the ambit of the Indian Medical Council (IMC) Act, 1956. However, hearing the pleas of opposing states and private medical colleges, the SC on December 13, 2012, permitted them to conduct their respective examinations for MBBS, BDS and postgraduate courses, but restrained them from publishing the results till the outcome of pending cases. The fate of such entrance examinations will depend on the final SC verdict.

"As the court has given permission to conduct the test, we are going ahead with the entrance test procedure. However, we will abide by the court verdict," said Sasmita Samant, registrar of KIIT group. SOA's director (admission) Manas Mullick too shared similar views. "It's a wait and watch situation for us. Our entrance date is still over a month away. We will go as per the court order," Mullick said. The three state-run medical colleges and dental college at Cuttack besides Hi-tech group's medical and dental colleges in Bhubaneswar and Rourkela are going ahead with NEET.
