'Sale' of medical seats: Protest turns violent

The protest organised by the students’ organisations at MES Raja Residency School, Mukkam, on Friday turned violent and police used tear gas and lathis to disperse the protesters. The alleged sale of medical management seats by private medical colleges even before the All Kerala Private Entrance Examination was held is what provoked the students unions. They demanded to stop the entrance examination and sought strict action against medical college managements. Two policemen and a lady civil police officer sustained injuries in the scuffle between the police and the protesters. Police used teargas twice and lathicharged the protesters five times to bring the situation under control. SFI state secretary T P Bineesh, AISF state secretary K P Sandeep and many SFI and AISF activists got injured in the lathicharge. Kerala Private Medical Entrance Examination was held on Friday at MES Raja Residency School Mukkam to fill the 50 per cent (360 seats) management seats. However, students unions claimed that the exam was only a farce in the wake of the alleged sale of seats by private medical colleges for `35 to 75 lakh, which was exposed recently. Students unions, one after the other, took out marches to the school and tried to enter inside the school premises to stop the entrance examination, which led the police to lock horns with the protesters. KSU was the first students union to reach the spot at 9 am. The police blocked them at the entrance and all of them were taken to Kunnamangalam Police Station. At 12.15 pm, a group of less than 10 ABVP activists, all of a sudden, rushed to the school, but police nabbed and took them into custody. As the police had already got intimation about the protests in advance, around 200 cops from local aid, special armed service and Malabar Reserved Police had reached the spot in the early hours on Friday. The atmosphere charged up with the arrival of AISF and SFI activists. Around 50 AISF activists reached the spot at 1.30 pm and though they tried their maximum to get inside the school, they were stopped by the police. But the arrival of SFI into the scene further convoluted the mess. Police had to struggle a hard to control while SFI and AISF protested together. Stone pelting by the protesters forced the police to use tear gas twice. The situation was brought under control by 4 pm. Meanwhile, the AISF and SFI activists fought with each ther claiming the credit of the protest. Amidst police action, the activists cornered themselves and started fighting. Police, without knowing what was going on, stood as mere spectators. Later it was learned that the argument over who should enter into the school first had led to the fight between the SFI and the AISF. AISF claimed that, as they had reached the spot earlier than the SFI, they should enter first. But SFI wanted to enter the school before them. However, even before reaching the vicinity of the school gate, police used force and many were taken into custody.

1,600 candidates take exam

Amidst violence, 1,600 students from across the state attended the exam on Friday. Students and parents were disappointed by the news reports that the seats had already been sold and the entrance examination was just a farce. Moreover, the clash between police and student protesters along with the threatening of union leaders added to the agony of the candidates. AISF activists tried to prevent some girl students from entering the exam venue but the timely intervention of the police thwarted untoward incidents. A few students have reportedly gone back without writing the entrance examination. Parents expressed disapproval of the alleged sale of medical seats even before the declaration of the results of the All Kerala Private Medical Entrance Examination for management seats. “My daughter was crying after knowing that the seats have been sold already. She told me that there was no point in writing the entrance examination and she was reluctant to come here. It was after consoling and motivating her the whole night she agreed to attend the exam,”said Bini Mathew, a parent.

Family Welfare, Govt of India IN THE SUPREME COURT OF INDIA, CIVIL APPELLATE JURISDICTION IN I.A. NO.16/2012 IN CIVIL APPEAL NO(s). 1944 OF
1993 ANAND S.BIJI Appellant (s)VERSUS STATE OF KERALA & ORS Respondent(s): To avoid any human bias and subjectivity, the following method of reservation of seats to various categories is submitted for approval by the Hon’ble Supreme Court: 1. For identification of Open (Unreserved), SC , ST , OBC and PH seats in Open
(Unreserved), SC and ST, OBC Categories in respect of Central Government Medical/ Dental Colleges:
In Central Government Medical/ Dental Colleges/ Institutions besides
reservation for SC (15%) and ST (7.5%) there is reservation for OBC candidates
(27%). PH category candidates in each of these categories are given 3% horizontal reservation. The process of identification of seats will be carried out by the Counseling Authority/Committee. All Central Government Institutions will be arranged
in alphabetic order, State then institutions in each State. Then first post-graduate
degree seats will be arranged in alphabetic order on 200 point reservation roster for UR, SC, ST and OBC then postgraduate diploma seats will be arranged in alphabetic order, in continuation from next roster point. After completion of PG seats of one Medical college, PG degree then diploma seats of next medical college will be
arranged on same 200 roster point for identification of UR, SC, ST and OBC seats
from next roster point. After completion of roster it be will be repeated. In next year
the roster will be started from next roster point. In case additional seat(s) is / are
contributed by any institution after finalization of seat matrix due to creation of additional seat or starting of new course after freezing of seat distribution (seat matrix), before start of next round (second / third) of counseling the same will be
added from next available roster point as and when received in order of date and timeof receipt, alphabetically, if required, to avoid any human bias. UR, SC, ST,OBC - PH
seats for Central Government Institutions will be identified by Directorate General of Health Services by applying 3% horizontal reservation on total number of seats
identified (on all seats of Central Government Institutions pooled together). For the academic year 2013-14 also the above mentioned policy will be
followed, in respect of Central Government Institutions. 2. For identification of Open (Unreserved), SC , ST and PH seats in Open
(Unreserved), SC and ST Categories in respect of Medical/ Dental Colleges other than Central Government :
In Medical / Dental Colleges / Institutions there is reservation for SC (15%), ST
(7.5%) and PH (3% horizontal), remaining seats are unreserved (Open). Directorate General of Health Services will collect information from all participating Medical and Dental college about seats available under 50% PG all India Quota will arrange all these seats on 3200 point roster in case of PG seats to identify seats earmarked for Open (Unreserved), SC , ST and PH seats in Open (Unreserved), SC and ST Categories to ensure that 15% seats are reserved for SC , 7.5% to ST and 3% seats are reserved on horizontal basis for the PH candidates. Seats will be arranged on 3200 point roster by arranging alphabetically for State, Colleges and all courses (in this order) for each of the college. For each
college first seats of all Degree subjects (courses) then Diploma subjects (courses) will be arranged alphabetically. For example first participating state is Assam, in Assam state colleges will be arranged in alphabetic order and for each of the medical college first degree then diploma seats will be arranged continuously on 3200 point roster, then seats of next state, Bihar and so on. Roster will be repeated after 3200
points as there will be approximately 5500 PG seats available under 50% PG All India Quota in academic year 2012-13. Next year seats will be arranged from next roster point. In case additional seat(s) is / are contributed by any institution after finalization
of seat matrix due to creation of additional seat or starting of new course after
freezing of seat distribution (seat matrix), before start of next round (second / third) of counseling the same will be added from next available roster point as and when
received in order of date and time of receipt, alphabetically, if required, to avoid any human bias. For proper and effective implementation of this roster point system for distribution of seats to various categories, it is necessary that all participating
institutions/ Medical/ Dental Colleges convey the correct vacancy timely. As such
roster cannot be applied unless Directorate General of Health Services has
information available from all participating institutions. Directorate General HealthServices pray to the Hon’ble Supreme Court to direct all participating States / Universities/ Colleges/ Institutions to send correct, complete information on format prescribed by the Counseling Authority/ Directorate General of Health Services at
least 2 months before the start of online counseling and update the information as and when additional seats are created.
In case the institution withdraw any seat after finalization of seat matrix as mentioned above, on account of de-recognition of seat or due to furnishing of wrong
information earlier, the same would be deleted from the list without changing/ disturbing remaining seat matrix. Please refer to the order dated 23.3.2012 of the Hon’ble Supreme Court in the
above mentioned case. The method described above has been used for the identification of PG Degree

(MD/MS) and Diploma / MDS seats for UR,SC, ST, OBC and PH categories in various participating Medical / Dental Colleges for online allotment process (online counseling) 2013-14

GUWAHATI: The Assam government has decided that it will not conduct a separate post-graduate medical entrance test and will rather follow the National Eligibility-cum-Entrance Test (NEET) from this year.

Counselling will start as soon as the state merit list of the NEET-PG comes. The result of the NEET-PG exam conducted by NBE was declared on May 17. A source said, "We did not receive the state merit list till date. As soon as we receive it with the existing rules, we will go for counselling."

He added that 50 per cent of the total seats in the state will be allotted by NEET-PG for the state. "Earlier, the state government used to conduct its own entrance test for post-graduate medical studies," the source said.

Delay on PG seat matrix worries students

Bengaluru: The Rajiv Gandhi University of Health Sciences (RGUHS) will start postgraduate medical and dental counseling between May 23 and 27, while the Consortium of Medical, Engineering and Dental Colleges of Karnataka (COMEDK) will hold it on May 27.

But the state government is yet to finalise the PG seat matrix and decide on the fee structure for the government quota seats in private colleges.

The delay in PG seat matrix and fee structure is worrying the PG medical students, who allege that it would allow private colleges to manipulate the available seats to the merit category and would hide all the valuable clinical seats, surrendering only those seats that are not in demand.

They said that two years ago, private colleges, taking advantage of a similar delay, had succeeded in taking away the clinical seats from the RGUHS PGET counseling list, which had triggered protests from students all across the State.

“If the consensual agreement is signed at the last minute, there will definitely be confusion over seats earmarked for government students in private colleges,” said a PG seat aspirant.

The Rasch model is often considered to be the 1PL IRT model. However, proponents of Rasch modeling prefer to view it as a completely different approach to conceptualizing the relationship between data and the theory.[11] Like other statistical modeling approaches, IRT emphasizes the primacy of the fit of a model to observed data,[12] while the Rasch model emphasizes the primacy of the requirements for fundamental measurement, with adequate data-model fit being an important but secondary requirement to be met before a test or research instrument can be claimed to measure a trait.[13] Operationally, this means that the IRT approaches include additional model parameters to reflect the patterns observed in the data (e.g., allowing items to vary in their correlation with the latent trait), whereas the Rasch approach requires both the data fit the Rasch model and that test items and examinees confirm to the model, before claims regarding the presence of a latent trait can be considered valid. Therefore, under Rasch models, misfitting responses require diagnosis of the reason for the misfit, and may be excluded from the data set if substantive explanations can be made that they do not address the latent trait.[14] Thus, the Rasch approach can be seen to be a confirmatory approach, as opposed to exploratory approaches that attempt to model the observed data. As in any confirmatory analysis, care must be taken to avoid confirmation bias.

The presence or absence of a guessing or pseudo-chance parameter is a major and sometimes controversial distinction. The IRT approach includes a left asymptote parameter to account for guessing in multiple choice examinations, while the Rasch model does not because it is assumed that guessing adds randomly distributed noise to the data. As the noise is randomly distributed, it is assumed that, provided sufficient items are tested, the rank-ordering of persons along the latent trait by raw score will not change, but will simply undergo a linear rescaling. Three-parameter IRT, by contrast, achieves data-model fit by selecting a model that fits the data,[15] at the expense of sacrificing specific objectivity.

In practice, the Rasch model has at least two principal advantages in comparison to the IRT approach. The first advantage is the primacy of Rasch's specific requirements,[16] which (when met) provides fundamental person-free measurement (where persons and items can be mapped onto the same invariant scale).[17] Another advantage of the Rasch approach is that estimation of parameters is more straightforward in Rasch models due to the presence of sufficient statistics, which in this application means a one-to-one mapping of raw number-correct scores to Rasch estimates

The question paper of NEET-PG comprises of 240 multiple choice questions each with four options and only one correct response. Multiple question papers are used for NEET-PG for different sessions and days.

Step 2: Raw Marks are equated

While all papers (forms) are carefully assembled to ensure that the content is comparable, the difficulty of each form may be perceived by different subjects undertaking the test to slightly vary. Such minor differences in the overall difficulty level are accurately measured after all the different question papers (forms) have been administered and the results analyzed. A post-equating process is necessary to ensure validity and fairness.

Equating is a psychometric process to adjust differences in difficulty so that scores from different test papers (forms) are comparable on a common metric and therefore fair to candidates testing across multiple papers (forms). To facilitate this comparison, each form contains a pre-defined number of questions (items) selected from a large item bank, called an equating block, which is used as an anchor to adjust candidates scores to the metric of the item bank. Taking into account of candidates’ differential performance on these equating blocks, each individual’s raw marks are adjusted for difference in paper (form) difficulties.

During post-equating, test items are concurrently analyzed and the estimated item parameters (item difficulty and discrimination) are put onto a common metric. Item Response Theory (IRT), a psychometrically supported statistical model, is utilized in this process. The result is a statistically equated raw score that takes into account the performance of the candidate along with the difficulty of the form administered.

Step 3: Equated raw score is scaled

In order to ensure appropriate interpretation of an equated raw score, the scores must be placed on a common scale or metric. A linear transformation is used for this scaling process, which is a standard practice for such test administration.

Post equating takes into account any statistical differences in examination difficulty and ensures all candidates are evaluated on a common scale. The aforesaid steps ensure that all examination scores are valid, equitable and fair. Merit List shall be prepared on the basis of scaled score obtained by the candidates.

AHMEDABAD: Health minister Nitin Patel will hold a meeting of all vice chancellors on Tuesday to frame rules for the admissions to the post graduate medical courses.

The authorities were in a dilemma as one group of students wants that the admission to PG courses should be conducted only through National Eligibility cum Entrance Test (NEET), while another group wants that a merit list of the marks scored in MBBS exams and NEET should be prepared.

Meanwhile, a group of students took out a rally to press for their demand of getting admissions through NEET which was conducted in November-December 2012. The students said that more than 30 students from state have ranked in top 100. "Despite this, the Gujarat University is confused about admitting students for the 450 odd seats in PG medical courses. The officials of GU had informed the students that they would prepare a merit list with some weightage given to both the undergraduate marks and NEET scores. However, the officials are yet to decide about the admission to the PG courses."

Students said that there cannot be comparison of exams conducted on a national platform and the undergraduate level examination conducted by the university. The meritorious students fear that unfair inclusion of undergraduate marks will give certain undeserving students undue advantage over them, as those who ranked in the undergraduate examination were not even close to the top rankers in NEET. However, the other group who fared better in the undergraduate examination demanded that admission should not be on the basis of the NEET only.

The Supreme Court verdict on the National Eligibility cum Entrance Test (NEET) announced on Monday led to angry responses on social media websites from post-graduate medical science aspirants. The students had participated in nationwide protests in April over the delay in the verdict.

However, MBBS and BDS undergraduate aspirants welcomed the decision as many of them were uncertain about their chances to qualify the first-ever NEET owing to the differences in syllabi and the short notice received prior to the preparation.

The announcement has been timely for those seeking admission to under graduate courses in MBBS and BDS stream. Around 68,000 students appeared for the NEET-UG examination conducted earlier this month and some students found it easier compared to EAMCET.

The order that came after five months was too late for nearly 12,000 students from the state who appeared for the NEET-PG and DNB-CET at the end of 2012. The results for NEET-PG scheduled to be announced on January 31, 2013 were withheld owing to the case pending in the apex court. The students would now have to start two months behind schedule after the process of counselling is over. “Most of my batch-mates have joined hospitals and some others are even looking at payment seats due to the delay,” says Dr. Abuzar Wahab, who took up an employment offer at a city-based hospital being left with no other alternative.

The state-level entrance for admissions to 1,200 post-graduate seats in government medical colleges in the state was conducted on March 17 by the NTR University of Health Sciences. The key for the exam will be displayed on the university website on Tuesday.

The Medical Council of India (MCI) guidelines also indicate that PG seats which remain unfilled by May 31 will be treated as void and no admissions can be done for the same.
