Govt not to implement new Act, restores CET

Govt not to implement new Act, restores CET

Following a meeting of senior ministers on Friday, the Congress government in Karnataka has decided against the implementation of the controversial Karnataka Professional Educational Institutions (Regulation of admission and determination of fee) Act 2006 for admissions to engineering and medical colleges for the year 2014-15.

The Congress government had soon after coming to power in the state in May this year announced that it would begin implementation of the Act passed in 2006 during the rule of the JDS-BJP government from the 2014-15 period.

The new admission regime proposed to be implemented by the government had attracted widespread criticism from the opposition as being implemented with the interest of the educational lobby comprising even several ministers. It was alleged that the proposed admission regime would be detrimental to the interests of poor students .

Chief Minister Siddaramaiah, while announcing the government decision against conducting admissions under the new law, assured parents and students that the

government was keen to

protect the interests of poor and meritorious students seeking admission to professional colleges.

The controversy over admissions to engineering and medical colleges becoming expensive for students from poor backgrounds was viewed by ministers in the Congress government as being likely to hurt the party in the Parliament polls next year.

Following the meeting, Siddaramaiah said that the implementation of the new law will now be considered following consultations with a wide range of interest groups in the state.

Admissions to professional colleges will be conducted in the coming year like in recent years through the Common Entrance Test, the Chief Minister said.

Under the new law, fee and admission process would have been conducted through consensual agreements entered into between the State Government and the Private Unaided Educational Institutions imparting Professional Educational Courses.

BJ Medical College students go on flash strike

BJ Medical College students go on flash strike
TIMES OF INDIA REPORT
AHMEDABAD: It was a day of violence, demonstrations and strike at the BJ Medical College on Friday. The students went on a flash strike, demanding pardon to the three students who were suspended by the five- member committee for ragging junior students in September this year.

The college had on Wednesday suspended three students for three years. Another 44 students, who were called 'boss' by their juniors, were debarred from entering the hostel. They will also have to do their bit for society. The five-member anti-ragging committee has requested police commissioner Shivanand Jha to use them as traffic volunteers for six months. The three suspended included Nirav Patel, a second year postgraduate resident student; Dhrumin Patel, an intern; and Kashyap Patel, a second year MBBS student.

The matter came to light on September 17 when some students called up the UGC helpline and said that as part of the ragging, the juniors were made to do a number of chores, like getting tea for the seniors. They were also asked to get the dean's signature on a piece of paper post-midnight. They were made to list out the phone numbers of the members of the anti-ragging committee of the college, besides singing and dancing sessions.

Since Thursday, there were protests marked with a high drama of attempted suicide by one of three students. Officials said that late on Thursday night, a group of senior students attacked eight to 10 juniors and asked them to support the seniors and express solidarity with the three students who were suspended.

On Friday morning, the students protested on the campus and met college authorities demanding that the three students should be pardoned. Meanwhile, authorities held an emergency meeting of heads of departments and directed them that such incidents of ragging will not be tolerated.

The authorities even asked its officials to call parents of all junior students and alert them that if their wards were caught supporting the agitating seniors, they will also face similar punishment.

Protest at GU

A group of BJ Medical College students rushed to the Gujarat University and met acting Vice-Chancellor Mukul Sinha demanding that the suspension of the three students should be revoked. The students carrying placards sat on a dharna outside the university campus. The students handed over a memorandum demanding justice for the students claiming that they were falsely implicated in the ragging incident

Meeting in Bangalore on Friday to discuss Professional Educational Institutions Act

Meeting in Bangalore on Friday to discuss Professional Educational Institutions Act

REPORT IN HINDU

Some people are needlessly trying to create confusion: CM

Chief Minister Siddaramaiah has convened a meeting of Ministers here on Friday to discuss the pros and cons of the decision taken by the government to implement the Karnataka Professional Educational Institutions (Regulation of Admission and Fixation of Fee) Act, 2006, from the next academic year.

The meeting comes in the wake of apprehensions being expressed on the possibility of the new legislation triggering a sharp increase in the fee for professional courses.

The Chief Minister told presspersons that Law Minister T.B. Jayachandra, Higher Education Minister R.V. Deshpande, Medical Education Minister Sharanprakash Patil and Rural Development and Panchayat Raj Minister H.K. Patil would participate in the meeting.

The Chief Minister termed the apprehensions and criticism of the government’s decision to implement the Act “an attempt to unnecessarily create confusion among parents and students.”

Pointing out that there was no clear picture on the possible fee level as the committee headed by a retired High Court judge, which was looking into fee determination, was yet to submit its report, Mr. Siddaramaiah wondered how some people and the media could speculate on the fee structure without any evidence.

“We ourselves (the government) do not know what will be the fee structure. But we want good things from the point of view of students and parents,” he said.

When asked if he would keep the legislation in abeyance like his predecessors if the Friday’s meeting feels that the fee may increase, the Chief Minister said it was too early to make any comments.

MLCs threaten dharna

Criticising the government’s decision to implement the Act, Janata Dal (S) MLCs Puttanna and Marithibbe Gowda have threatened to stage a dharna outside the Chief Minister’s chambers in the Vidhana Soudha on December 24 if Mr. Deshpande and Mr. Sharanprakash Patil were not dropped from the government.

At a press conference here on Thursday they demanded that Principal Secretary, Higher Education Department, Rajneesh Goel and Director of Technical Education H.U. Talwar be suspended from service for alleged irregularities in promoting lecturers in government engineering colleges.

Decision condemned

Condemning the government decision, the former Medical Education Minister Ramachandra Gowda on Thursday demanded that the Act be scrapped.

He said the Chief Minister should convene an emergency session of the legislature to discuss the CET issue. “This Act is not in the interest of students. Let the Legislative Assembly discuss and formulate a new Bill or amend the existing Act,” he said.
