Q. What if I resign from the seat opted in the counseling. Will I be eligible for future DNB 
CET? (FROM DNB HAND BOOK)
A. (a) Candidates joining DNB Broad Specialty courses for Jan-2013 admission session, after 
opting a confirmed seat through DNB CET Centralized Counseling shall not be eligible to 
appear in DNB CET and shall not be eligible for joining any other DNB course for the entire 
duration of their DNB Course i.e 3 years. This shall be irrespective of their resignation or 
discontinuation from the course due to any reason i.e. candidates joining DNB course in Jan 
2013 admission session shall be debarred from appearing in DNB CET till December 2015. 
(b) Candidates joining DNB Direct 6 Yrs courses for Jan-2013 admission session, after opting a 
confirmed seat through DNB CET Centralized Counseling shall not be eligible to appear in DNB 
CET and shall not be eligible for any other DNB course for the entire duration of their DNB 
Course i.e 6 years. This shall be irrespective of their resignation or discontinuation from the 
course due to any reason i.e. candidates joining DNB course in Jan 2013 admission session 
shall be debarred from appearing in DNB CET till December 2018. 

IMPORTANT THINGS IN DNB HANDBOOK
VENUE OF COUNSELING:DNB CET merit based centralized counseling for January 2013 admission session 
will be held in New Delhi only at National Board of Examinations office, PSP Area, 
Sector – 9, Dwarka (Landmark: Opp. District Court, New Delhi) as per prescribed 
schedule. 

COUNSELING FEE:
Candidates are required to deposit a counseling fee of Rs. 2000/- through demand draft 
drawn in favour of National Board of Examinations, payable at New Delhi, on the day of NATIONAL BOARD OF EXAMINATIONS 
  Candidates are required to bring the above mentioned 
demand draft failing which they will not be allowed to participate in the counseling. 
Counseling fee will not be refunded under any circumstances once the candidate has been 
registered for Counseling at the counseling venue. 
ID PROOF

Candidates are required to bring one of the following Govt issued ID card in original at 
the time of counseling: 
ƒ PAN card 
ƒ Indian Passport 
ƒ Voter ID card 
ƒ Driving License 
ƒ Aadhar Card 
ƒ MCI/SMC Registration certificate bearing photograph of the candidate 
No other ID proof will be accepted.



LIST OF PRESCRIBED DOCUMENTS 
7.1 Candidates have to bring the following documents IN ORIGINAL. In addition, candidates 
are also required to bring certified photocopies of the documents mentioned at S.No. (iii) 
to (X). Certified photocopies have to be submitted to NBE at the time of documents 
verification: 
i. Rank Letter downloaded from NBE website www.natboard.edu.in

ii. DNB CET Result Certificate (November 2012) downloaded from NBE website 
www.natboard.edu.in(DOB YOU TYPE IN FORMAT 01.02.87, NOT 01.02.1987)


iii. MBBS Degree certificate/Provisional Pass Certificate of MBBS* 
iv. Permanent Registration certificate issued by MCI/State Medical Council for 
registration of MBBS qualification. 
v. Proof of MBBS Qualification being recognized as per IMC Act/Central Government. (THIS IS A CERTIFICATE FROM YOUR COLLEGE STATING THAT COLLEGE IS RECOGNIZED BY MCI)
vi. Internship Completion Certificate (internship completion date must be on or before 
31st January 2013). 
vii. Mark sheets of all MBBS Professional Examinations. 
viii. Matriculation/High School/Higher Secondary Certificate as a proof of Date of Birth. 
ix. SC/ST/PWD/OBC certificate issued by competent authority, if applicable. 
Caste certificate must be issued by competent authority. The sub-caste should tally 
with the central Govt. list. 
x. Any document (Bonafide certificate/Mark sheet/Attempt Certificate etc issued by 
concerned institution/medical college) confirming the name of the institution/medical 
college from where the MBBS qualification was pursued. 
xi. Any other relevant certificate or document. 
**Provisional certificate of MBBS Qualification is permissible only for those candidates 
who had passed the MBBS Qualification in the year 2012. NATIONAL BOARD OF EXAMINATIONS 

If the candidate has passed MBBS Qualification before 2012 and the MBBS degree 

certificate has not been issued to him/her so far by the concerned university/Board, 
documentary evidence to this effect in form of a letter from competent authority of 
respective university/Board is to be furnished at the time of counseling. 
If a candidate is employed or under any kind of bond, he/she has to furnish a ‘No 
Objection Certificate or/and Relieving letter’ issued by competent authority of 
concerned University /Employer before the cut off date prescribed to join the DNB 
course in case he/she decides to opt for a confirmed seat. The seat allotment letter to 
such candidates will be issued only after a copy of ‘No Objection Certificate or/and 
relieving letter’ is submitted to NBE.

AHMEDABAD: Results are out and there will be some students who will not be satisfied with their results. Those students can inspect their evaluated answer book under RTI Act, 2005. Supreme Court of India has very specifically ruled out that students can inspect their answer sheet under RTI Act and any by-laws or rules/regulation of Education Board/Examination Board cant prevent them from doing so.

Gujarat Information commission vide its order dated 4th June, 2007 confirmed the same view. But Examination bodies in Gujarat are preventing students from exercising their right to inspect answer book or obtaining a copy of it under by-laws of Examination Body.

Education Board has gone to high court and have obtained stay order against the order of GIC. Meanwhile, Supreme Court has affirmed the right to inspect the answer book in the above mentioned case and has also specifically observed that students can also obtain certified copy of the answer book. Supreme Court of India is the Apex Court of the nation and its judgment has binding effect.


Students can make an application under RTI Act to the Education Body in prescribed form.

Supreme Court of India, in Civil Appeal No 6454/2011, has made it clear that students can inspect their answer sheet under RTI Act. There are few other important aspects which court has observed. Issues in the present case were regarding inspection & re-evaluation of answer sheet as well as providing certified copy of answer sheet. Students can also Contact RTI Helpline on 9924085000.

Even as the Aam Aadmi Party proposes to reserve college seats in Delhi exclusively for locals, the Congress government in Karnataka has decided to introduce a new stringent 10-year domicile condition on aspirants for postgraduate medical and dental seats in colleges in the state in an effort to ensure that more local students gain admissions to PG courses. Medical education minister Dr Sharan Prakash Patil, while announcing the admission process for PG courses for the 2014-15 academic period here Friday, said the government has tried to ensure that more students from Karnataka get access to the 1010 government quota PG seats in the medical and dental streams for the academic year. “A 10-year domicile condition is being introduced for admissions to government quota PG seats this year to protect the interests of local students. Previously, there were no domicile conditions and the majority of seats was being garnered by outsiders,’’ the medical education minister said. Under the new domicile conditions, only students who have studied in Karnataka for years or children of a parent who has studied in the state for a minimum of 10 years are eligible for the government quota PG seats. The minister said the measure was being taken because the state was surrendering 50 per cent of its PG medical and dental seats to an all-India quota while the remaining caters to Karnataka students. The state government has decided to conduct PG entrance exams for the 2014-15 academic year through the National Board of Exams for the government quota in an effort to bring transparency into a system plagued by complaints of irregularities while being handled by the state government’s Rajiv Gandhi University for Health Sciences. From the 2015-16 academic year, the state government has agreed to conduct all PG admissions through the merit list generated by the AIPGMEE national entrace test conducted by the NBE – which will result in all aspirants taking only one exam for entrance for admissions to all the 2,000-plus PG seats available in government and private colleges in Karnataka.

From the academic year 2015–16, postgraduate (PG) medical seat aspirants in Karnataka will join students from 10 other States in writing the All India Post Graduate Medical Entrance Examination (AIPGMEE) for admissions to both the State and national quotas. Karnataka will be the 11th State in the country to use the national entrance test for the State quota admissions as well.

Confirming this, Rashmi V., Secretary, Medical Education, said the State government initially wanted to implement the plan for the academic year 2014–15.

However, the date for the exam got advanced due to which the implementation was postponed to the next year, Minister of State for Medical Education Sharanprakash R. Patil said. For the AIPGMEE 2014, Karnataka, along with Andhra Pradesh, Assam, Bihar, Chandigarh, Goa, Gujarat, Jharkhand, Jammu and Kashmir, Maharashtra, Manipur, Meghalaya, Puducherry, Rajasthan, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand and West Bengal, have not consented to the National Board of Examinations (NBE) for utilising the merit list of the AIPGMEE 2014 for admission to their 50 per cent State quota M.D., M.S. and PG diploma seats.

This year
However, for the 2014–15 admissions, students in the State will see a change. Instead of the Rajiv Gandhi University of Health Sciences (RGUHS), the NBE will be conducting the Postgraduate Entrance Test (PGET) for admissions to the 50 per cent State quota as well.

Ms. Rashmi said the test would be conducted online. The counselling will be conducted by the Karnataka Examinations Authority (KEA), which will also be online.

Dr. Patil also said that this year, only students with 10 years’ domicile would be eligible for the NBE-administered PG test for the 50 per cent State quota. “Earlier, students who had completed their MBBS in Karnataka were also eligible. This year, we have ensured that all the State quota seats go to students from Karnataka,” he said.

While the State government has consented to using the national entrance test for PG admissions, it has not joined the list of States using the scores of the All India Pre-Medical Test (AIPMT) for the undergraduate (UG) medical admissions. The test is scheduled for May 4.

‘In students’ interest’
Dr. Patil said the decision to limit using the national test only to PG admissions and not UG was taken keeping in mind the interest of students, as those passing out of II PUC would find it difficult to adapt to the AIPMT.

“These are competitive exams; parents and students would have got jittery. But for PG students it will not be that difficult. This year’s exam will be of a different level, but it will definitely be a better exam,” he said.
